ForceNTSCFrameRate
ForceNTSCFrameRate is a tiny application that creates a duplicate of a MPEG-1 30.0 fps file and forces the frame rate of that file to 29.97 (30.0 fps drop frame). No reencoding is performed. This was developed for an internal project and does not meet my release standards, however, I'm making it available on the off chance anyone should ever need it. It is provided as-is and without any form of support.
